Arashi Live Tour 2013 results

I am in a little bit of a trouble regarding the results of the balloting for the 2013 tour. My Japanese can be described as conversational the best but it is hardly enough to actually understand the brochure of the tour. So based on that Japanese I have the feeling that the way the results are announced has changed since AraFes and now I actually have to call some number to find out if I got some tickets and how to pay for them. But as I stated my Japanese is not good so I am not 100% sure. Can someone aware of the rules help me figure it out.
