New concert rules?

So I know the ballot results for the Arashi Blast in Miyagi concert were revealed a few days ago, and already tickets are available on various auction sites. But a friend read a new JE rule that any concert goer must present a fan club ID that matches the name on the ticket. Is that a new rule recently enacted or has that always been the rule? Anyone know how strict they would be for this particular concert? I just don't want to pay like $400 for a ticket and be turned away at the door, although I'm sure there's always a risk.
