Are butai goods sold only inside of the venue, which means if you don't have a ticket to watch the butai...you can't buy them? Or does it vary?

From my experience, they have specific times opened for public (without tickets) buying. Either once a day or maybe every other day. They last only about 30 min so you better check the online schedual. The times are usually posted there.

if you are referring to "strangers on a train", the pamphlet will be sold outside the venue 1 1/2hr before the show starts, so you can get it without having ticket :)
