It has 宮崎県 so it's referring to the prefecture.
No idea why though. Can't really understand the fuzzy audio & with my bad Japanese too.

From what I gather, Miyazaki had some sort of "foot and mouth" disease that ended around August and Arashi is sending messages of support to them and encouraging people to visit again. (to do with their tourism campaigns) so you know Aiba says about delicious foods and stuff.

I think this is somewhere on the mark, anyway. How nice of them.

Haha no, Cor-chan (though who is truly a great great man! XP). xD They're cheering on the Miyazaki prefecture who were having troubles with a foot and mouth disease endemic. Tourism in the area, among other things, have suffered a blow and so Arashi, being the darling angels that they are, took it upon themselves to encourage people to visit them again. ^^
