Concert tickets - how to pay if not in Japan

Hi
A friend in Japan is going to do my fanclub application hopefully in time to make the ballot as I will be in Fukuoka in November and would love to see the boys.
Do you have to pay upfront to ballot or only if successful?
As I'm England, will we have to give her credit card details, or can I pay?
Also, will I be able to apply for a ticket for my husband - or does he have to join the fanclub too?
