Arashi Blast LIVE showing in cinema!

So apparently Arashi's BLAST concert will be showing LIVE in 209 cinema around Japan!! On saterday 20th and sunday 21th of september at 12:30.
Tickets need to be purchased in advance!

Great for people who didn't manage to get tickets for Hawaii!
But my question was, is this available for everyone? Like also for non Japanese residents?
I will be going to Japan at the end of September and really hope I could manage to get a ticket! I'll be in Hiroshima on those days!
