It's a pic of West side story. They're playing conflicting characters, so they're... you know, confronting. (I wonder if my sentence is really english, but I hope you'll get the idea.) Standing very near, face to face, and giving each other dirty glares, which is apparently how Japanese bad boys show they hate someone.
So no, they're not kissing, if that's what you wondered :p

I think the very small size of the pic is misleading.
But it's not the Japanese form of conflict that's hot, it's just Arashi themselves :p

Like poupeedesoie said, it's from the West Side Story fancam, when Riff (Ohno) and Bernardo (Jun) are getting up in each other's faces and trying to freak the other out.
