I'm not sure what you mean by "one user that has keyhole TV"...
But if you want to download Keyhole TV to watch 24 Hour TV live, go here: http://www.v2p.jp/video/
Just click download in the left box and then the setup link on the following page.
Also, just in case you don't know, 24 Hr TV is on NTV, which should say 日本テレビon Keyhole. It should be the channel with the most viewers...as of now.
